Recently my daughter received a brand new dell desktop PC.
I'm thinking about purchasing her The Sims3 and the Adobe Creative Suite, to further her education.
I just want to make sure these things will work well on her PC.

Firstly welcome to APH.
Your PC will run the game just fine, not sure about the settings - but at least mid- high (Intel IGPs are pretty decent). For Adobe CS it'll also work but in the future you may need more RAM for video editing.

I think this computer is more than suitable to run both The Sims 3 and any version of Adobe's Creative Suite. If you take a look at the system requirements, they give you a "minimum requirements" list. In this case, the specs on this computer should be more than enough to run the software. As for the Intel HD Graphics, although it's not listed in the minimum system requirements, the software should still run fine from what I have heard. Like TL6MT said, if your daughter wants to do more advanced editing, then consider upgrading to 8GB of RAM rather than sticking with the installed 4GB, but it should be plenty for casual work.
From Adobe, click on the package you want, and they have a tech specs list at the top menu:

As others have mentioned, it will run both Adobe's CS suite and The Sims 3 without any issues. If you're going into video editing, it's not going to deliver very good performance (The CPU is definitely not that powerful), and you might need more RAM. But other than that, it will definitely do the job, so give it a shot and see what kind of upgrades will you need later depending on what you are doing.

I don't see why it wont run unless you're doing very CPU/video intensive Tasks.
